Background For those of you who are new to this blog here is some background. For almost three years the citizens of Ashland have been resisting the proposal to run a third track through town. The resistance has been on many fronts, including public meetings with the authorities and reviewing legal issues. I have concentrated on technology.

In the long-term, the program aims to build an efficient, high speed passenger rail network connecting major population centers to miles apart. In the near-term, the program will begin to lay the foundation for this modernized transportation system by upgrading the reliability and service of conventional intercity passenger rail.

The 3 competitive discretionary rail grant programs each have slightly different applicant eligibility requirements: States, groups of States, Interstate Compacts, public intercity passenger rail agencies established by one or more States, and Amtrak are eligible to apply Congestion Program: Intercity Passenger Rail Service Program - Departments of Transportations for any State are eligible to apply While ARRA appropriated funds are not explicitly required to be included in the STIP to be eligible for funding, a project must be compatible with the plans developed pursuant to the transportation planning requirements which set up the STIP, therefore include of a project in the applicant State's STIP would be one way of fulfilling this requirement.

While Congress exempted ARRA grant funds from the requirement contained in PRIIA stipulating that projects must be on an approved State Rail Plan, FRA will be looking for evidenced that projects fit into an applicant's longer-term intercity passenger rail development plans, including evidence that projects are on a prioritized list of projects that meaningfully advance a longer-term corridor development program.

Applications for competitive discretionary grants must be submitted electronically to GrantSolutions. All prospective High Speed Rail applicants must also submit a pre-application for all Tracks in order to establish communication with FRA, and to afford FRA an opportunity to provide feedback to the prospective applicant as to the suitability of their proposed project.

What is the role of other organizations and how are they involved? Under the leadership of Secretary LaHood, FRA is prepared to assist states, localities, other Federal agencies, industry and transportation sector stakeholders to ensure appropriate consultation and coordination among all parties in managing ARRA investments, particularly with regard to capital projects for High-Speed Rail Corridor and Intercity Passenger Rail Services and Amtrak.

On or before June 17, within days of enactmentFRA must issue interim guidance to applicants covering grant terms, conditions and procedures until final regulations are issued.

This interim guidance will provide separate instructions for the high-speed rail corridor program, capital assistance for intercity rail service grants, and congestion grants. Selection Criteria for High Speed Rail Eligible applications in all funding tracks will be individually reviewed and assessed against seven evaluation criteria - organized into three categories: FRA will require a rigorous analysis of benefits and costs of proposed projects, with a focus on the transportation service and output measures that are fundamental to estimating other public benefits.

After being assessed against the evaluation criteria, applications for each Track will collectively be reviewed to ensure consistency and to balance projects against national priorities and schedules.

Proposals will be considered on the merits for their ability to make trips quicker and more convenient; to reduce congestion on highways and at airports; and to meet other environmental, energy and safety goals.
